Maine’s teacher shortage has created unprecedented urgency around alternative pathways to the classroom. With 50+ unfilled positions in Portland, 80+ in Lewiston, and hundreds more across the state as of May 2026, the Maine Department of Education (MDOE) has maintained and strengthened multiple non-traditional routes for individuals who want to teach but did not complete a traditional undergraduate teacher education program.
Alternative teacher certification in Maine means any pathway to a Maine teaching certificate that does not follow the standard route of completing an undergraduate education degree at an MDOE-approved institution.
The state has three main categories of alternative certification: (1) completing an MDOE-approved post-baccalaureate or alternative Educator Preparation Program (EPP); (2) pursuing Conditional Certification for those already employed or about to be employed in a teaching role; and (3) obtaining Career and Technical Education (CTE) certification for industry professionals teaching vocational subjects.
Maine’s approach to alternative certification is notable for several reasons. The June 2022 revision to Chapter 115 eliminated mandatory Praxis testing for EPP graduates (replacing it with the 3.0 GPA or portfolio alternative), reducing barriers for career changers.
The proposed October 2025 Chapter 115 revision adds a portfolio pathway for most endorsements — further expanding accessibility. And Maine’s high Praxis scores (when used) provide certification reciprocity with approximately 40 states, meaning Maine certification is among the most portable in the nation.
| Quick Overview: Maine’s Three Main Alternative Certification Pathways |
| PATHWAY 1 — Approved EPP (Preferred): Complete a post-baccalaureate or alternative Educator Preparation Program such as ETEP (USM), UMaine Orono alternative pathways, UMM certificate programs, or other MDOE-approved programs. Leads to initial certification and often a master’s degree. Requires a bachelor’s degree in any field. |
| PATHWAY 2 — Conditional Certification: For candidates with a bachelor’s degree who have NOT completed a teacher prep program but have been (or are about to be) hired by a Maine school district to fill a shortage position. Teach while completing remaining requirements over up to 2 years (renewable). |
| PATHWAY 3 — CTE Certification: For career and technical education professionals teaching grades 6-12 in CTE centers. Five pathways including Pathway 5, which requires only a high school diploma plus 8 years of occupational experience — no bachelor’s degree needed. |
| BONUS PATHWAYS: Ed Tech III to Teacher of Children with Disabilities pathway (for experienced SpEd paraprofessionals); Proposed Portfolio Pathway (pending adoption of October 2025 Chapter 115 revision); Out-of-state reciprocity for experienced certified teachers. |

The Legal Framework: Chapter 115 and Alternative Pathways
All Maine teacher certification — traditional and alternative — is governed by Chapter 115: The Credentialing of Education Personnel, adopted by the Maine State Board of Education. Chapter 115 was substantially revised effective June 2022, updated again in February and May 2025, and has a further proposed revision under public comment as of October 2025. Alternative certification provisions are located primarily in:
- Chapter 115 Part I, Section 6.6 (Conditional Certificate): Establishes conditional certification as a tool for filling documented staffing shortages; sets the 2-year initial duration; requires SAU supervision and mentoring; specifies that the student teaching requirement is waived upon completion of one year of teaching under the conditional certificate
- Chapter 115 Part II, Section II-1 (General Teaching Endorsements): Contains endorsement-specific requirements including conditional certificate coursework minimums (e.g., 6 semester hours per academic area for elementary endorsements; content area requirements for secondary)
- Chapter 115 Part II, Section II-2 (Special Education Endorsements): Contains SpEd endorsement requirements including the Ed Tech III to Teacher pathway (Section 2.1.B.4)
- Chapter 115 Part II, Section II-3 (CTE Endorsements): Establishes the five CTE certification pathways and all common requirements
- Chapter 115 Part I, Section 6 (Basic Skills Requirement): Establishes the three-option basic skills standard (Praxis Core OR 3.0 GPA OR portfolio review) applicable to all routes including alternative ones

Approved Educator Preparation Programs (EPPs)
The preferred alternative certification pathway in Maine, per multiple authoritative sources including the teachercertificationdegrees.com Maine Alternative guide (April 15, 2025), is completion of an MDOE-approved Educator Preparation Program (EPP) designed for career changers and post-baccalaureate candidates.
This pathway provides the most complete preparation, the most portable certification, and the clearest path to the Professional Teaching Certificate.
Why EPPs Are the Preferred Pathway
- Complete preparation: EPP programs include pedagogical coursework, supervised field experiences, and student teaching — giving candidates comprehensive preparation before becoming the teacher of record
- No standalone Praxis Core required: Following the June 2022 Chapter 115 revision, EPP graduates who achieved a 3.0 GPA in their certification coursework are exempt from the Praxis Core basic skills test
- Strongest reciprocity: Certification through an approved EPP is more broadly recognized across states than conditional certification alone, because program completion satisfies other states’ preparation program requirements
- Master’s degree option: Several Maine alternative EPPs (particularly ETEP at USM) lead to a master’s degree, enabling higher salary placement immediately upon entering a teaching position
- Job placement support: Programs like ETEP at USM offer strong job placement rates due to student teaching in local school districts — many graduates are hired by the districts where they completed their internship
Who Qualifies for EPP Alternative Programs
- Bachelor’s degree required: All alternative EPP programs at Maine universities require at minimum a bachelor’s degree. Students without a bachelor’s degree are directed to undergraduate programs.
- Content area knowledge: Most programs look for demonstrated competency in the subject area the candidate wishes to teach. For secondary programs, this often means having coursework in or a degree in the subject area.
- No education background required: The whole point of alternative EPPs is to serve people who did NOT major in education. Career changers from all fields are welcome.

UMaine Orono Alternative Pathways to Certification
The University of Maine (UMaine Orono) offers alternative pathways to teacher certification through its College of Education and Human Development (EDHD).
The UMaine alternative pathways program explicitly acknowledges the diversity of routes into teaching: ‘At the University of Maine, we realize that people enter the teaching profession in many different ways.
Thus, we are committed to making the process easier for individuals who do not become certified teachers after earning a bachelor’s degree.’
Source: UMaine EDHD Alternative Pathways page (umaine.edu/edhd/alternative-pathways/).
UMaine Non-Degree Enrollment for Individual Courses
UMaine offers a flexible entry point for alternative certification candidates: enrollment in individual education courses as a non-degree student through the UMaine Division of Lifelong Learning.
This is particularly useful for candidates who need specific courses to complete MDOE certification requirements but do not want to enroll in a full degree program.
- How to enroll: Obtain instructor permission and enroll as a non-degree student through the UMaine Division of Lifelong Learning
- What courses are available: Key courses include SED 302 (Adapting Instruction for Students with Disabilities — develops knowledge of students with disabilities, adaptation of instruction, legal/ethical issues, family and social relationships, school-community collaboration)
- Schedule flexibility: Courses may be held on different days/times and in different formats depending on the semester; check UMaine’s undergraduate catalog for current schedule
- For one or two courses needed: This is the most efficient option for candidates who need minimal additional coursework to meet MDOE requirements
UMaine Graduate Programs Leading to Certification
For those seeking a complete preparation program, UMaine also offers:
- MAT (Master of Arts in Teaching): A graduate degree program leading to initial teacher certification in multiple content areas
- Post-baccalaureate coursework: Non-degree graduate-level certification coursework for those who need more than individual courses but less than a full degree
- Process: All candidates are directed to begin with the MDOE’s transcript analysis service to determine exactly what coursework they need

Maine’s Reciprocity Advantage from UMM
UMM explicitly notes a significant benefit of Maine certification: ‘Maine certification is generally transferable to other states and Canadian provinces. Due to our high Praxis cut scores, Maine has reciprocity with 40 states, New Brunswick, Ontario and Nova Scotia.’
This makes Maine certification — earned through a UMM alternative program — among the most portable in the country. Career changers who might later move to another state benefit from this broad reciprocity.
Other Approved Alternative EPP Programs in Maine

⚠ Maine Educators Consortium (MEC) Disclaimer: The MEC/Southern New Hampshire University courses explicitly state they ‘are not considered part of a degree-granting program and are not part of any specific program completion of requirements for certification/licensure.’ These courses may help with individual conditional certificate coursework requirements but are NOT a complete certification program. Confirm alignment with MDOE before enrolling.
Conditional Certification: For Career Changers Without EPP Completion
Conditional Certification is Maine’s mechanism for allowing qualified candidates to enter the classroom before completing all traditional certification requirements.
It is the most direct path from ‘career changer with a bachelor’s degree’ to ‘teacher of record’ — often placing candidates in front of students within weeks of completing the application.
Per teachercertificationdegrees.com Maine Alternative (April 15, 2025): ‘Candidates with a bachelor’s degree and specific coursework in education but who have not completed traditional teacher preparation may pursue a Conditional Certificate in Maine.
This pathway requires that candidates be recommended for a certificate by a school district, which may only request a certificate for a candidate if no qualified and properly licensed teachers can be found for an open position.’
Source: teachercertificationdegrees.com Maine Alternative (April 15, 2025); Chapter 115 Part I Section 6.6; Maine DOE Newsroom (Oct 7, 2025) proposed revisions.
Who Qualifies for Conditional Certification
| Conditional Certificate Eligibility Requirements — Maine Chapter 115 |
| 1. DEGREE: At least a bachelor’s degree from an accredited college or university. |
| 2. CONTENT KNOWLEDGE: Relevant coursework or experience in the endorsement area sought (the MDOE transcript analysis determines what you already have vs. what is still needed). |
| 3. STAFFING SHORTAGE POSITION: The conditional certificate may only be issued to fill a documented staffing shortage — the school district must certify that no qualified and properly certified teacher can be found for the position. |
| 4. DISTRICT RECOMMENDATION: The employing school district (SAU) must recommend the candidate for the conditional certificate through MEIS. |
| 5. SAU OBLIGATIONS: The employing district must provide intensive supervision and mentoring throughout the conditional certificate period and enroll the candidate in a Maine-approved mentoring program. |
| 6. NOT YET MET ALL REQUIREMENTS: The candidate has not completed all requirements for a Provisional Certificate (typically missing pedagogy coursework, student teaching, or certain endorsement-specific courses). |
| Sources: Chapter 115 Part I Section 6.6; teachercertificationdegrees.com Maine Alternative (April 15, 2025); Maine DOE Newsroom (Oct 7, 2025). |
Conditional Certificate Duration and Renewals
- Initial duration: 2 years per Chapter 115 Part I Section 6.6
- Renewals: The conditional certificate may be renewed; the proposed October 2025 Chapter 115 revision would limit renewals to up to 3 additional times (4 years total maximum)
- Student teaching waiver: Completing one full year of teaching under a Conditional Certificate in the endorsement area automatically waives the 15-week student teaching requirement
- Path to Provisional Certificate: Complete all outstanding coursework and pass required assessments during the conditional period; apply through MEIS for the Provisional Certificate
Conditional Certificate Coursework Requirements by Level
Chapter 115 Part II specifies what a conditional certificate holder must complete, which varies by endorsement level:
- Elementary (020) and Early Elementary (029): Must complete a minimum of 6 semester hours each in English, mathematics, science, and social studies or social sciences (24 hours total, plus 3 hours diversity-centered content)
- Secondary endorsements: Under current rules, typically 24 semester hours in the content area (proposed to reduce to 18 hours under the October 2025 revision); content area specifics vary by endorsement
- ESOL endorsement: Currently 24 semester hours; proposed to reduce to 15 semester hours under October 2025 revision
- SpEd (#282): Specific coursework requirements per Chapter 115 Part II Section II-2; mentoring program enrollment required in first year
Sources: Chapter 115 Part II Section II-1 (Justia Law, June 25, 2025); Maine DOE Newsroom (Oct 7, 2025) — ‘requirements have been reduced (e.g., from 24 to 18 semester hours for secondary teachers, from 24 to 15 semester hours for ESOL teachers)’ in the proposed revision.
Conditional Certification: Step-by-Step Process
- Get your transcripts evaluated. Gather official transcripts from all colleges and universities attended. Candidates applying without having attended a formal education preparation program will ‘typically have multiple transcripts with the requirements piece-mailed’ per the MDOE Initial Certification page. Submit them to the MDOE’s transcript analysis through MEIS, or use the NACES evaluator process referenced by Teachers of Tomorrow Maine. The MDOE will identify exactly what coursework you already have and what is still needed.
- Secure employment with a Maine school district. Work with school district HR to find a shortage position that matches the endorsement area you are seeking. The district must certify that no qualified certified teacher can fill the position. Identify your district Support Chair.
- District initiates conditional certificate application. The school district (SAU) submits the conditional certificate recommendation through MEIS on your behalf. You do not initiate this yourself — the district does.
- Complete fingerprinting and CHRC. Create a MEIS account and submit a CHRC application ($15 fee). Complete IdentoGO fingerprinting ($55 fee). Both must be completed before the certificate is issued.
- MDOE issues Conditional Certificate. Once all documentation is submitted and the CHRC is cleared, MDOE issues the Conditional Certificate (valid for 2 years). Teaching may begin.
- Complete required coursework during the conditional period. Enroll in and complete the outstanding endorsement coursework identified by MDOE’s transcript evaluation. Options include: approved alternative EPP programs (UMaine, UMM, USM); individual courses at Maine universities (UMaine non-degree enrollment); MEC/SNHU online courses (for individual courses — not a complete program; confirm with MDOE first).
- Meet supervision and mentoring requirements. Your employing SAU must provide intensive supervision and mentoring. You must be enrolled in a Maine-approved mentoring program during the conditional period.
- Pass required assessments (if not meeting the GPA or portfolio alternative). If you did not achieve a 3.0 GPA in your relevant coursework and are not using a portfolio, pass the required Praxis Subject Assessment(s) for your endorsement area.
- Apply for Provisional Certificate. Once all requirements are met (coursework, assessments, mentoring, student teaching or 1-year conditional teaching experience), apply through MEIS for the Provisional Certificate. This is valid for 2 years and can be extended 1 year.
- Advance to Professional Certificate. After 2+ years of successful teaching under the Provisional Certificate, apply through MEIS for the Professional Certificate (valid for 5 years, renewable).

CTE Certification: Career and Technical Education
Maine’s Career and Technical Education (CTE) certification pathway is the most distinctive and accessible alternative certification option in the state.
Under Chapter 115 Part II Section II-3, the Secondary Career and Technical Education Teacher endorsement can be earned through five pathways — one of which (Pathway 5) requires only a high school diploma and 8 years of occupational experience, making CTE certification the only route where a bachelor’s degree is not required.
CTE teachers teach career and technical subjects at Maine’s career and technical centers, career and technical regions, or career and technical satellite programs, for students in grades 6 through 12. This is a genuine teaching role — CTE teachers are the teacher of record in their programs.
Primary source: Chapter 115 Part II Section II-3 (regulations.justia.com/states/maine/05/071/chapter-115/part-ii/section-071-115-ii-3, current through March 26, 2025); maine.gov/doe/learning/cte/resources/certification.
CTE Programs Available in Maine
The Commissioner and State Board of Education monitor the list of approved CTE programs. The current list of available programs can be found at maine.gov/doe/learning/cte/schools. CTE programs typically include:
- Health Sciences (Nursing Assistant, Medical Assisting, Dental Assisting, Pharmacy Tech)
- Construction Trades (Carpentry, Electrical, Plumbing)
- Transportation/Automotive Technology
- Culinary Arts / Food Service
- Information Technology / Computer Science
- Agriculture / Natural Resources
- Cosmetology / Barbering

CTE Certification: Five Pathways and the No-Degree Option
Per Chapter 115 Part II Section II-3 (3.1.B), eligibility for the Secondary CTE Teacher endorsement is established by one of five pathways. These pathways differ in their educational requirements, but all require documented occupational experience:
| CTE Pathway | Education Required | Experience Required | Notes |
| Pathway 1 | Bachelor’s degree or higher in a field related to the CTE endorsement area | 2 years paid applied employment in the endorsement area | Standard entry for those with a 4-year degree in the CTE field; fastest route to conditional cert for degree holders |
| Pathway 2 | Associate’s degree in a field related to the CTE endorsement area | 4 years paid applied employment in the endorsement area | Accessible for those with a 2-year technical degree; very common in healthcare and technology CTE fields |
| Pathway 3 | 60 college credit hours in a field related to the CTE endorsement area | 4 years paid applied employment in the endorsement area | No associate’s degree required; accumulated credits qualify |
| Pathway 4 | Completion of a registered apprenticeship in the endorsement area field | 2 years paid applied employment after apprenticeship completion | Specifically designed for apprenticeship-trained skilled tradespeople (electricians, plumbers, carpenters, HVAC technicians, etc.) |
| Pathway 5 — NO DEGREE | High school diploma or equivalency ONLY | 8 years paid applied employment in the endorsement area | Most accessible pathway; no college education of any kind required; teaches the highest bar of work experience (8 years) |
Source: Chapter 115 Part II Section II-3, Section 3.1(B)(g)(1)-(5) (regulations.justia.com/states/maine/05/071/chapter-115/part-ii/section-071-115-ii-3, current through March 26, 2025); teachercertificationdegrees.com Maine Alternative (April 15, 2025) — confirms five pathways; teachercertification.com Maine (2026).
Additional Requirements All Five Pathways Share
Per Chapter 115 Part II Section II-3, 3.1.B.1, ALL five CTE pathways require the following in addition to the education and experience thresholds:
- Professional license: Hold a valid Maine certificate or license as required by state law or rule to practice the craft or trade to be taught — where applicable (e.g., licensed electrician, licensed practical nurse, licensed cosmetologist)
- Industry credential or assessment: Hold an industry-recognized credential OR pass an industry-related assessment in the endorsement area, for areas where a license is not available
- Recent work in the area: Complete a minimum of one year of paid applied employment or teaching in the endorsement area during the five years preceding the initial application (ensures recency of practice)
- Teaching exceptional children course: Complete an approved course for teaching students with exceptionalities in the regular classroom
Source: Chapter 115 Part II Section II-3, 3.1.B.1(a)-(c) (Justia Law, current March 26, 2025).
CTE Required Coursework and Orientation
All CTE certification candidates must complete required coursework during their conditional certificate period. This is the pedagogy component that equips industry professionals with the teaching skills their content expertise alone cannot provide.
Required Coursework (All CTE Pathways)
- 12 semester hours of pedagogy coursework: Completed across the conditional certificate years, covering: curriculum and instruction; assessment; CTE shop safety and classroom/lab management (must be completed during the first year); and literacy in CTE
- 3 semester hours of diversity-centered content: Culturally responsive teaching, multicultural education, intercultural education, second language acquisition, or world language teaching methods — same requirement as all other endorsements
- Teaching students with exceptionalities: An approved course for teaching students with disabilities in the regular classroom (may be satisfied by certain MDOE-approved coursework)
The CTE Orientation Program
- When: Must be completed within the first year of teaching

The Portfolio Pathway: Proposed New Route
The October 2025 proposed revision to Chapter 115 introduces a significant new alternative certification option: the Portfolio Pathway, designated as Endorsement Eligibility Pathway 3 in the proposed rule.
If adopted following the public comment and rulemaking process, this would be added to most teaching endorsements throughout Chapter 115 Part II.
What the Portfolio Pathway Would Allow
Per the Maine DOE Newsroom (October 7, 2025): ‘Addition of Portfolio Pathway: A new Endorsement Eligibility Pathway 3 has been added to most teaching endorsements, allowing candidates to earn certification through an approved portfolio process with superintendent and department approval.’
- Who it would serve: Candidates who can demonstrate teaching competency through documented professional experience and practice — even without completing a traditional or alternative EPP
- Process: Develop and submit a structured portfolio demonstrating competency against Maine’s Initial Teacher Standards; portfolio reviewed by both the employing superintendent and the MDOE
- Superintendent and department approval: Both must approve; this is not a unilateral candidate-initiated process
- Status: PROPOSED as of October 2025; not yet enacted. The public comment period closed October 25, 2025. Adoption requires final rulemaking by the Maine State Board of Education.
⚠ Not Yet In Effect: The Portfolio Pathway is proposed, not adopted. Check maine.gov/doe/cert and the MDOE Newsroom for the current status of the Chapter 115 revision before assuming this pathway is available. As of June 2025, the operative Chapter 115 (current through June 25, 2025) does not include this pathway.

Special Education Alternative Certification
Special education is Maine’s most critically understaffed endorsement area. The state has created multiple pathways specifically designed to bring more people into SpEd teaching, including a fully online alternative program and the Ed Tech III to Teacher pathway described in Section 17.
Alternative EPP Programs for Special Education
- UMaine Machias SpEd Certificate (fully online, 42 credits): As described in Section 8, UMM offers a 42-credit post-baccalaureate certificate for SpEd (endorsement #282, Mild to Moderate Special Needs) that can be completed entirely online. This is one of the most accessible alternative certification routes for SpEd in Maine, particularly for candidates in rural areas or those who need schedule flexibility.
- UMaine Orono (post-baccalaureate SpEd coursework): UMaine offers SpEd coursework including SED 302 (Adapting Instruction for Students with Disabilities) for non-degree students. Additional SpEd courses may be available through non-degree enrollment.
- USM ETEP (TESOL): USM’s School of Education and Human Development offers TESOL (Teaching English to Speakers of Other Languages) programs including initial certification — relevant for ESL, which is also a critical shortage area.
Conditional Certification for SpEd
A candidate with a bachelor’s degree who is hired to fill a SpEd shortage position may receive a conditional certificate while completing the required SpEd coursework (Chapter 115 Part II Section II-2). Key requirements during the conditional period:
- Bachelor’s degree from an accredited institution
- Three hours of diversity-centered content
- Three hours of human development, educational psychology, developmental psychology, adolescent psychology, or child development
- SpEd endorsement-specific coursework requirements per Chapter 115 Part II Section II-2
- Basic skills requirement (Praxis Core OR 3.0 GPA OR portfolio review)
- Appropriate Praxis Subject Assessment for SpEd
- Enrollment in a Maine-approved mentoring program in the first year

The Ed Tech III to Teacher Pathway
The Ed Tech III to Teacher of Children with Disabilities pathway is one of Maine’s most powerful and innovative alternative certification routes. It recognizes the deep expertise and relationship-based knowledge that experienced special education paraprofessionals develop over years of working alongside students with disabilities and certified teachers. By creating a formal pathway from Ed Tech III to Teacher, Maine honors that experience and addresses its SpEd shortage simultaneously.
Legal basis: Chapter 115 Part II Section II-2, 2.1.B.4 (regulations.justia.com/states/maine/05/071/chapter-115/part-ii/section-071-115-ii-2, current June 25, 2025).
Who Qualifies for the Ed Tech III to Teacher Pathway
| Ed Tech III to Teacher of Children with Disabilities — All Requirements (Ch. 115 Part II §2.1.B.4) |
| 1. DEGREE: At least a bachelor’s degree from an accredited college or university. |
| 2. EXPERIENCE: Completed a minimum of THREE (3) years of experience as an Educational Technician III with positive evaluations from administrator(s). |

Transcript Analysis and the MDOE Initial Certification Page
Maine’s MDOE offers transcript analysis as a central tool for all non-program alternative certification applicants. This is the essential first step for conditional certification candidates and for anyone evaluating whether they qualify for a specific endorsement.
Two Application Types on the MDOE Initial Certification Page
The MDOE’s Initial Certification page (maine.gov/doe/cert/initial) identifies two distinct types of applications it receives:
- Applications from EPP program graduates: ‘Applications were received from graduates of a Maine state-approved educator preparation program. Review your official transcript to see if there is a note regarding the approved program you completed. If you do not see anything on the transcript regarding this, please submit an approved program verification form completed by the college.’
- Applications from non-program candidates: ‘Applications received without having attended a formal education preparation program. These applications typically have multiple transcripts with the requirements piece-mailed. Please ensure you include the transcript with your bachelor’s confer date.’
For non-program applicants: including the transcript with the bachelor’s degree conferral date is specifically called out as essential. Missing this document is a common reason for application delays.

The Transcript Analysis Service
The MDOE evaluates applicant transcripts against Chapter 115 requirements for each endorsement sought. This analysis identifies exactly what coursework the candidate already has and what is still needed.
Candidates are encouraged to use this service before making any decisions about which program to enroll in. The service is accessed through the MEIS portal or by contacting [email protected].
✔ Practical Strategy: Get a transcript analysis done BEFORE enrolling in any coursework or program. This prevents you from taking courses that won’t count toward your specific endorsement requirements. The analysis is free and can be requested through MEIS.
Assessment Requirements for Alternative Route Candidates
Assessment requirements for Maine alternative certification candidates vary significantly depending on the pathway and the June 2022 Chapter 115 revision. Understanding these requirements prevents both over-preparation (taking tests you don’t need) and under-preparation (missing tests you do need).
For EPP Program Completers (Pathways 1 and Ed Tech III)
- Basic skills test (Praxis Core): NOT required if you achieved a 3.0 cumulative GPA in your certification coursework. The 3.0 GPA option replaced the mandatory Praxis Core requirement after the June 2022 Chapter 115 revision. Teachercertification.com Maine: ‘As of 2022, Maine educators do not have to take exams to become certified.’
- Praxis Subject Assessment: Required for most endorsements — this is the content knowledge test specific to your teaching area (e.g., Praxis Education of Young Children 5025 for Early Childhood; Praxis Elementary Education 7001 for Elementary). Subject assessments are content knowledge tests, not basic skills tests, and cannot be waived by GPA.
- Portfolio review: If you did not achieve 3.0 GPA, you can pass the Praxis Core OR complete a successful portfolio review demonstrating competency in Maine’s Initial Teacher Standards.
For Conditional Certification Candidates (Pathway 2)
- Praxis Core: May be required depending on GPA and portfolio status. If you achieved 3.0 in relevant coursework, the Core is waived.
- Praxis Subject Assessment: Required for the endorsement area sought — must be passed before the full Provisional Certificate is issued (may be completed during the conditional certificate period)
- PLT: Required for non-program applicants who are applying for certification without program completion (for the endorsement pathway without an approved program)
For CTE Candidates (Pathway 3)
Per Code of Maine Rules Chapter 13 Section 071-13-4: ‘For applicants for an initial teacher professional certificate not requiring a bachelor’s degree, the examinations validated for use in this program are the Core Academic Skills for Educators, PRAXIS II, and Principles of Learning and Teaching.’
This means CTE candidates using Pathway 5 (no bachelor’s degree) must pass all three assessment categories — Praxis Core, Praxis II Subject Assessment, and PLT — as part of their certification process.

The 2022 Chapter 115 Change: No Mandatory Exams for EPP Graduates
The June 2022 revision to Chapter 115 was the most significant change to Maine teacher certification in years. One of the most impactful changes for alternative certification candidates was the elimination of mandatory Praxis Core exam requirements for EPP graduates who achieve a 3.0 GPA.
Before June 2022: All teacher certification candidates in Maine were required to pass the Praxis Core Academic Skills for Educators (Reading, Writing, Mathematics) as a basic skills test. After June 2022: The basic skills requirement can be met through ANY ONE of three options: pass the Praxis Core test, achieve a 3.0 GPA in all courses required for the certification, OR complete a successful portfolio review demonstrating competency in Maine’s Initial Teacher Standards.
This change has significant practical implications for career changers:
- Reduces barriers: Career changers who are strong practitioners but struggled with standardized testing in the past are no longer automatically disqualified from Maine certification
- Rewards academic performance: EPP candidates who excel in their programs (3.0+ GPA) are automatically exempt from the Core test — the coursework performance speaks for itself
- Maintains standards: Content-area Praxis Subject Assessments are still required for most endorsements — the change only affected the basic skills (Core) test, not content knowledge testing

Maine’s Certification Reciprocity Advantage
Maine’s alternative certification pathway leads to a credential with unusually broad national portability — a significant benefit for career changers who might not spend their entire career in Maine.
- Reciprocity with ~40 states: Maine certification has reciprocity with approximately 40 states, New Brunswick, Ontario, and Nova Scotia. This is driven by Maine’s high Praxis cut scores when they are required.
- Reciprocity for experienced teachers: Maine also offers streamlined recognition for out-of-state experienced teachers who wish to teach in Maine. Per teachercertification.com, Maine: ‘Teachers licensed to teach in another state may be eligible for certification in Maine with documentation of their certification and teaching experience.’ Candidates with 5 years of teaching under an endorsement in Maine who have graduated from an approved teacher preparation program may also apply for direct reciprocal certification.
- Additional reciprocity rule: Maine DOE will issue a reciprocal professional certificate for some out-of-state applicants who have completed a CHRC and hold a comparable certificate from another state — ‘typically given to applicants who are qualified to teach in one of Maine’s Teacher Shortage Areas’ (teachercertificationdegrees.com Maine March 2026)

Job Market: Strong Demand in Key Areas
Maine’s documented teacher shortage creates strong job market conditions for alternative certification candidates, particularly in:
- Special Education (all grade levels) — critical shortage
- Early Elementary (K-3) — critical shortage
- Mathematics (secondary) — critical shortage
- Science (secondary, particularly physical and life sciences) — critical shortage
- English as a Second Language (ESL) — shortage
- Career and Technical Education (multiple areas) — shortage

Maine Alternative Teacher Certification: FAQs
What is the preferred alternative certification route in Maine?
Per teachercertificationdegrees.com Maine Alternative (April 15, 2025): the preferred pathway is completing an approved Educator Preparation Program (EPP) such as the Extended Teacher Education Program (ETEP) at the University of Southern Maine, the UMaine Machias alternative certificate programs, or other MDOE-approved programs. These programs provide comprehensive preparation, lead to initial certification, often include a master’s degree component, and produce the most portable credential for future interstate reciprocity.
Can I become a certified teacher in Maine without a bachelor’s degree?
Only through one specific pathway: CTE Pathway 5, which requires a high school diploma plus 8 years of paid occupational experience in the CTE field to be taught. This pathway leads to the Secondary CTE Teacher endorsement for teaching grades 6-12 at Maine career and technical centers or regions. For all other teaching endorsements (elementary, secondary academic subjects, special education), a bachelor’s degree is required.
What is the fastest alternative certification pathway in Maine?
The fastest pathway to being in front of students is Conditional Certification — a candidate with a bachelor’s degree who is hired (or about to be hired) to fill a documented shortage position can receive a conditional certificate and begin teaching while completing remaining requirements. The MEIS processing timeline is approximately 4-6 weeks for complete applications. For a structured program, the ETEP 9/10-Month Accelerated Pathway at USM is the fastest full EPP in Maine — it begins in mid-August and produces certification-eligible graduates the following May.
Is the Praxis Core required for Maine alternative certification?
Not necessarily. Following the June 2022 Chapter 115 revision, Maine has three ways to meet the basic skills requirement: pass the Praxis Core test, achieve a 3.0 GPA in all courses required for the certification, or complete a successful portfolio review. EPP graduates who achieve a 3.0 GPA are automatically exempt from Praxis Core. However, Praxis Subject Assessments (content knowledge tests) are still required for most endorsements and cannot be waived by GPA. CTE candidates using no-degree pathways must pass Praxis Core, Praxis II, and PLT per Chapter 13 Section 4.
What is the ETEP at USM and is it right for me?
The Extended Teacher Education Program (ETEP) at the University of Southern Maine is a nationally recognized, intensive graduate program for career changers who want to become certified Maine teachers. It offers a 9/10-month accelerated pathway (the fastest EPP in Maine) and a 2-year pathway. Both lead to a Master of Science in Education (MSEd). ETEP is full-time and immersive during the 9/10-month track — students generally cannot maintain employment. Graduates earn both Maine initial teaching certification and an MSEd, and benefit from strong job placement rates due to student teaching in local partner districts.
What is CTE certification and who should pursue it?
Maine’s CTE Secondary Teacher certification is for industry professionals who want to teach career and technical subjects (trades, healthcare, technology, culinary arts, agriculture, etc.) at Maine CTE centers for grades 6-12. Five certification pathways accommodate different levels of education — from a bachelor’s degree down to a high school diploma plus 8 years of work experience (Pathway 5). CTE teachers must hold a professional license in their field if one exists, complete 12 credit hours of pedagogy coursework, and complete an approved CTE Orientation Program. This pathway is ideal for highly experienced professionals who want to share their trades with students.
How do I start the alternative certification process in Maine?
The best first step is to use the MDOE’s transcript analysis service. Create a MEIS account at maine.gov/doe/educators/licensing/meis, review the certification requirements for your target endorsement at maine.gov/doe/cert/requirements, and either contact [email protected] to request a transcript analysis or submit your documents through MEIS for evaluation. The transcript analysis tells you exactly what you already have and what is still needed for your specific endorsement — preventing you from taking unnecessary coursework or enrolling in the wrong program.
Maine Alternative Teacher Certification: Conclusion
Maine’s alternative teacher certification system is purposefully flexible, responsive to the state’s documented teacher shortage, and continually evolving. Three main pathways — approved EPP programs, conditional certification, and CTE certification — serve distinctly different candidate profiles and collectively create accessible routes for career changers, industry professionals, and paraprofessionals to enter Maine’s classrooms.
For most career changers with bachelor’s degrees, the ETEP at USM or the UMaine Machias alternative certificate programs represent the gold standard: structured preparation that leads to both Maine certification and a master’s degree, with strong job placement in local school districts.
For those hired or being hired immediately, conditional certification offers the fastest path to the classroom while requirements are completed on-the-job. For CTE professionals — welders, nurses, chefs, electricians, IT specialists — Pathway 5 of the CTE endorsement represents an unprecedented opportunity to teach their trade with only a high school diploma and eight years of documented experience.
The June 2022 Chapter 115 revision eliminated mandatory Praxis Core testing for most EPP graduates, and the proposed October 2025 revision — if adopted — will add portfolio pathways to nearly every endorsement, further reducing barriers.
Maine’s high Praxis cut scores (when required) provide reciprocity with approximately 40 states and several Canadian provinces, making Maine certification one of the most portable teaching credentials in North America.
Start at maine.gov/doe/cert/requirements, use the MDOE’s transcript analysis to identify your specific requirements, and contact [email protected] with questions. Maine’s students need qualified teachers — and the pathways to get there have never been more accessible.
