She determined the company had adopted strategies that stifled competition and placed publishers at a disadvantage.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe conduct harmed competition, and hurt publishers and ultimately internet users,\u201d she wrote. She added that such policies were \u201cnot in its publisher customers&#8217; best interests.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Previously, in an effort to satisfy European regulators, Google considered offloading its ad exchange unit, according to a September report by Reuters.
